FOUNDATION INSPECTION · OAKLAND
Foundation Inspection in Oakland, CA
A CA-licensed PE structural engineer inspects your Oakland home's foundation on site and documents what we find in a written foundation inspection report. If repairs are needed, we prepare repair recommendations and permit-ready repair plans for your contractor. We are a design-only engineering firm: we don't build or perform repairs.

Local Foundation Conditions
Oakland Soil, Hazards & Repair Permits
Oakland sits on the Hayward Fault, an active branch of the San Andreas system that cuts through the city. Ground conditions vary across town: USGS work in the greater Oakland area found artificial fill along the bay margin far more prone to liquefaction than alluvial-fan deposits, while hillside lots raise slope-stability and grading questions. Many older homes sit on raised wood-framed floors with cripple walls in the crawl space.

Oakland Foundation Risks
Why Oakland Homeowners Get an Engineer's Report First
A repair is only as good as the diagnosis behind it. An independent engineering inspection defines the cause and the scope before anyone prices construction.
Common Risks
Cracks without context
A crack in a slab or stem wall can be cosmetic or structural. Without an engineer's evaluation, it is hard to know which, or what to tell a buyer, lender, or contractor.
Repairs started without a permit path
Oakland requires a Building Permit to repair or replace a foundation, and grading is restricted in the wet season. Work that starts before plans are ready can stall.
Retrofit scope that doesn't fit the house
Brace-and-bolt work covers cripple walls and anchorage, not foundation replacement. Knowing which one your home needs comes first.

Licensed Engineering for Oakland Foundation Inspection
Is Your Oakland Foundation Inspection Team Backed by a Licensed Engineer?
Too many Oakland homeowners lose weeks or months on foundation inspection projects when engineering is incomplete or plans are not coordinated for City review. Unreviewed structural details can also create costly rework and real safety risks. Make sure a licensed Professional Engineer stands behind every structural decision.
Led by Lei Zheng, a California-licensed Professional Engineer since 2006, Cecilia Home identifies structural risks for foundation inspection projects in Oakland, prepares permit-ready calculations and drawings, and coordinates City plan-check responses—helping avoid preventable corrections, rework, and delays.

FAQ
Oakland Foundation Inspection Questions
Answers about Oakland foundation conditions, permits, and our design-only role.
Haven't found what you're looking for?
Yes. The City of Oakland requires a Building Permit to repair or replace a foundation. If the work changes site slope or elevation, a Grading Permit is also required. Our repair plans are prepared for that permit submittal.
No. Oakland describes a seismic retrofit as bracing and bolting existing cripple walls (or bolting only), and does not consider cripple-wall framing replacement or foundation replacement to be a retrofit. An inspection helps determine whether your house needs a retrofit, foundation repair, or both.
Oakland prohibits grading operations from October 15 to April 15. Work that needs grading should be planned around that window; an inspection and repair design can be completed any time of year.
Possibly. Work on creekside property in Oakland requires a Creek Protection Permit, and exterior work or earthwork close to the creek bank can trigger Category 3 or 4 review, including a hydrology report by a licensed engineer for Category 4. We note creek proximity in the report so you can plan for it.
The California Geological Survey maps liquefaction and earthquake-induced landslide zones, and cities use them in building permitting. USGS maps for the Oakland area are regional and not meant for site-specific design; where a zone or site conditions call for it, a geotechnical investigation may be needed alongside the structural inspection.
No. Cecilia Home is a design-only engineering firm. We inspect, write the foundation inspection report, and prepare repair recommendations and permit plans. A licensed contractor of your choice performs the work.
