Local Foundation Conditions

Los Angeles Soil, Hazards & Repair Permits

Los Angeles foundation questions are often tied to seismic and geologic conditions. The California Geological Survey maps liquefaction zones, earthquake-induced landslide zones and Alquist-Priolo fault zones, and cities must use these maps when issuing building permits. In the City of Los Angeles, the LADBS Grading Division reviews soils and geology reports that cover these hazards. Our inspection records what the foundation shows today. If the site needs a soils or geology investigation, the report says so.

Los Angeles Foundation Risks

Why Los Angeles Homeowners Get an Engineer's Report First

A repair is only as good as the diagnosis behind it. An independent engineering inspection defines the cause and the scope before anyone prices construction.

Common Risks

  • Foundation movement is visible, but the cause is unclear

Cracks, sloping floors or sticking doors can come from soil, drainage, framing or past seismic movement. Repair bids alone do not tell you which one applies.

  • The site may be in a mapped hazard zone

In state liquefaction, landslide or fault zones, LADBS may require soils or geology investigation before it permits the work.

  • Older raised-floor houses can shift in earthquakes

In 1994 Northridge, some Los Angeles houses moved off their foundations while their neighbors stayed in place.

Our Approach

  • CA-licensed PE structural engineers on site

A licensed engineer inspects the foundation, crawlspace and visible framing and writes a stamped foundation inspection report.

  • Repair recommendations and permit-ready plans

If repairs are needed, we prepare the repair design, calculations and plans for LADBS Express Permit or Plan Check.

  • Design only, no repair upsell

We do not perform construction, so our recommendations are not tied to selling repair work. Your licensed contractor builds from our plans.

Licensed Engineering for Los Angeles Foundation Inspection

Is Your Los Angeles Foundation Inspection Team Backed by a Licensed Engineer?

Too many Los Angeles homeowners lose weeks or months on foundation inspection projects when engineering is incomplete or plans are not coordinated for City review. Unreviewed structural details can also create costly rework and real safety risks. Make sure a licensed Professional Engineer stands behind every structural decision.

Led by Lei Zheng, a California-licensed Professional Engineer since 2006, Cecilia Home identifies structural risks for foundation inspection projects in Los Angeles, prepares permit-ready calculations and drawings, and coordinates City plan-check responses—helping avoid preventable corrections, rework, and delays.

FAQ

Los Angeles Foundation Inspection Questions

Answers about Los Angeles foundation conditions, permits, and our design-only role.

In most cases, yes. LADBS issues Express Permits without plan check for two foundation-related scopes only, both under L.A. City Standard Plan #1: cripple-wall bracing and anchor bolting, with or without foundation replacement. They apply to houses up to 3 stories and 4 units. Other foundation repair goes through LADBS plan check, which can be submitted through ePlanLA. Our engineers prepare the repair design and plans; a licensed contractor does the work.

Often, yes. The LADBS Grading Division usually requires a soils and/or geology report before it issues permits. Its geotechnical engineers and geologists review these reports for issues such as slope instability and liquefaction. Grading permits are required for earthwork in the Hillside Grading Area. Our inspection report states whether a geotechnical investigation is likely to be needed.

The California Geological Survey publishes Earthquake Zones of Required Investigation maps for liquefaction, earthquake-induced landslides and Alquist-Priolo fault zones. For City of Los Angeles parcels, LADBS points applicants to ZIMAS for property information. We check these sources when preparing your report.

Generally no. The LADBS Soft-Story Retrofit Program covers wood-frame buildings of 2 or more stories, built under codes enacted before January 1, 1978, with ground-floor parking or similar open space. It does not apply to residential buildings with 3 or fewer units. Raised-floor houses can still be voluntarily retrofitted under L.A. City Standard Plan #1.

For eligible rebuilds under Emergency Executive Order No. 1, LADBS allows the existing slab and foundation to be reused if a California-licensed Professional Structural Engineer or Architect evaluates it and confirms it is in satisfactory condition. Supporting documentation goes to LADBS for review. Our PE engineers perform this evaluation and prepare the documentation.

Not always. LADBS advises checking the property in ZIMAS. If ZIMAS cannot find it, the property may be outside the City and served by another agency. LA County Public Works provides a service locator. We confirm the jurisdiction before preparing permit plans.

No. Cecilia Home is an engineering and design firm. We provide the foundation inspection report, repair recommendations, and repair design and permit plans for LADBS; a licensed contractor you hire performs the work.
