Oakland's Planning & Building Department processes permits through the Online Permit Center, built on Accela Citizen Access (ACA). Digital services are available 24/7, and registration is required to apply, pay fees, and track status.
Same-Day Digital Permits cover work without structural modifications, such as mechanical, electrical, and plumbing (MEP) permits, solar panel installation, and painting homes built before 1978. Additions, structural kitchen/bath remodels, foundation repair, and seismic retrofits require full plan submittal and review instead.
The City states an application is considered completely submitted for processing only after application materials are received and all application fees have been paid.
Inspections can be requested through Oakland's web-based scheduling portal, the Inspection Request mobile app, or by phone. An Accela Citizen Access account is required, appointments need at least one business day's notice, and each permit is limited to three inspections per week.
