Local Permit Process

Sunnyvale Building Permit Process

Building Projects typically go through Sunnyvale's Plan Review Process in E-OneStop, while Minor Building Permits can be paid and issued in the same session without a review queue. Over-the-Counter plan check appointments are available in the morning for qualifying scopes once an account, permit record, and plans are already in the system.

Project-specific estimate

Fees depend on project valuation, scope, trade permits, and applicable surcharges

Sunnyvale publishes a Building Permit Fee Table keyed to project valuation (plus a flat Permit Issuance fee, a Technology Surcharge, and Plan Check at 70% of the Building Permit Fee). Confirm the current schedule or request a Permit Center estimate for your exact scope.

Research updated August 7, 2026. Published references are not a Cecilia Home quote or a City-issued invoice. Current fee schedules, project valuation, scope, address, review path, and agency charges control the final amount.

Sunnyvale Permit Risks

What Delays Sunnyvale Permits—and How We Prevent It

Most lost time comes from incorrect routing, incomplete packages, and uncoordinated correction responses—not from the upload itself.

Common Delay Risks

  • Incomplete applications stall the queue

Sunnyvale will not move a project forward until the application is complete, and an unpaid invoice delays processing further.

  • Electronic plan files rejected on format

Non-flattened PDFs, wrong scale, encrypted files, or files that break the City's naming convention are rejected and returned, adding a cycle.

  • Resubmittals missing required pieces

Every round needs a complete revised plan set with changes clouded and a formal response letter; partial resubmittals are held.

Our Permit Approach

  • Applications checked before submission

We confirm account setup, the Building and Fire Permit Application, required documents, and digital signatures are complete before you submit.

  • Plan files built to Sunnyvale's format spec

We prepare flattened, correctly scaled, properly named PDF sets that meet the City's Electronic Plan Review Document Format Requirements.

  • Corrections and resubmittals coordinated

We track invoices, prepare the formal response letter, cloud the revisions, and keep each resubmittal package complete on the first pass.

Licensed Engineering for Sunnyvale Building Permit

Is Your Sunnyvale Building Permit Team Backed by a Licensed Engineer?

Too many Sunnyvale homeowners lose weeks or months on building permit projects when engineering is incomplete or plans are not coordinated for City review. Unreviewed structural details can also create costly rework and real safety risks. Make sure a licensed Professional Engineer stands behind every structural decision.

Led by Lei Zheng, a California-licensed Professional Engineer since 2006, Cecilia Home identifies structural risks for building permit projects in Sunnyvale, prepares permit-ready calculations and drawings, and coordinates City plan-check responses—helping avoid preventable corrections, rework, and delays.

FAQ

Sunnyvale Building Permit Questions

Current answers about Sunnyvale permit paths, fees, reviews, corrections, and inspections.

Sunnyvale processes building, fire, planning, and engineering permits through the E-OneStop Online Services portal, where applicants create an account to apply, upload plans, respond to comments, pay invoices, and schedule inspections.

The One-Stop Permit Center accepts Over-the-Counter (OTC) plan check appointments in the morning. You must first create an online account, generate a Building Permit with the project description "OTC," and submit your plans before emailing the Permit Center to request an appointment.

Plans must be a single consolidated PDF (version 1.4 or later, up to 100MB per file), flattened with no editable comments, drawn to scale in a black/white plot style, properly oriented, and named following the City's file-naming convention.

Once your application is reviewed and marked complete, the City issues an invoice through E-OneStop. You can pay at any time, but Sunnyvale notes that unpaid invoices will delay the processing of your project or permit.
